PROSES PEMILIHAN PEGAWAI TADBIR DAN DIPLOMATIK

LATAR BELAKANG

 
Perkhidmatan Awam Malaysia mempunyai peranan yang signifikan dalam memastikan negara dan masyarakat dapat mengecapi keharmonian dan kemakmuran. Sehubungan itu juga, keberkesanan perkhidmatan awam merupakan penyumbang utama kepada kepesatan pembangunan negara bagi membolehkan Malaysia berdiri teguh sebagai sebuah negara bangsa yang berdaulat dan dihormati di persada dunia.

Dalam konteks sektor awam di negara ini, Perkhidmatan Tadbir dan Diplomatik (PTD) merupakan perkhidmatan premier yang membantu kerajaan dalam merencana dan melaksanakan dasar-dasar negara. Sebagai teras perkhidmatan awam negara, pegawai-pegawai PTD telah mengisi kebanyakan jawatan-jawatan utama di peringkat kementerian dan jabatan, badan berkanun persekutuan dan negeri, pihak berkuasa tempatan, syarikat milik kerajaan dan badan-badan antarabangsa.

Dari perspektif sejarah, skim perkhidmatan PTD lahir sebagai kesinambungan daripada jentera pentadbiran negara semenjak sebelum kemerdekaan. Ia bermula seawal tahun 1896, apabila perkhidmatan yang dinamakan Straits Settlements and Federated Malay States Civil Service telah diwujudkan oleh British untuk mentadbir Negeri-Negeri Selat dan Negeri-Negeri Melayu Bersekutu. Kemudian pada tahun 1920, Malayan Civil Service telah ditubuhkan dengan dianggotai oleh pegawai-pegawai kolonial untuk mentadbir Tanah Melayu. Malayan Civil Service (MCS) telah mengalami pelbagai transformasi sepanjang penubuhannya. Pada tahun 1929, Malay Administrative Service telah diwujudkan dengan mengambil pegawai-pegawai Melayu sebagai pelapis kepada MCS.

Pada tahun 1966, MCS telah digantikan dengan Malaysian Home and Foreign Service (Perkhidmatan Dalam dan Luar Negeri Malaysia). Namun begitu, peranan penting perkhidmatan ini dalam sistem pentadbiran awam Malaysia tetap kekal berterusan. Akhirnya pada tahun 1972, perkhidmatan ini telah ditukar namanya kepada Perkhidmatan Tadbir dan Diplomatik (PTD) dan seterusnya kekal sehinggalah sekarang.


A. PROSES PENGAMBILAN PTD


Bagi memasuki perkhidmatan PTD, seseorang calon itu perlu terlebih dahulu mendaftar dengan pihak Suruhanraya Perkhidmatan Awam sama ada melalui Borang SPA 8 ataupun secara online di laman http://www.spa.gov.my. Secara umumnya, semua calon akan melalui tiga tapisan sebelum mereka dilantik sebagai pegawai PTD. i) Peperiksaan

Hanya mereka yang mempunyai kelayakan minimum sekurang-kurangnya ijazah Sarjana Muda dengan kepujian yang diiktiraf sama ada daripada universiti tempatan mahupun luar negara, akan dipanggil untuk mengambil peperiksaan khas bagi memasuki perkhidmatan PTD ini. Soalan-soalan yang dikemukakan dalam peperiksaan tersebut meliputi pelbagai bidang pengetahuan, berbentuk objektif dan subjektif serta terbahagi kepada lima bahagian seperti berikut: Seksyen A – Pengetahuan am mengenai Malaysia dan alam sekeliling. Seksyen B – Daya menyelesaikan masalah. Seksyen C – Pengertian dan kefahaman terhadap esei-esei. Seksyen D – Menulis esei Bahasa Melayu. Seksyen E – Menulis esei Bahasa Inggeris.

 
ii) PTD Assessment Centre (PAC)


Hanya mereka yang berjaya dalam peperiksaan memasuki PTD sahaja akan dipanggil untuk ke tapisan yang seterusnya iaitu PTD Assessment Centre (PAC). PAC merupakan mekanisme bagi membantu pihak JPA membuat penilaian terhadap kesesuaian dan kelayakan calon-calon PTD sebelum diperakukan kepada SPA untuk tujuan temu duga dan lantikan ke perkhidmatan awam. Pelaksanaan PAC ini bermula sejak tahun 1999 dengan melibatkan kesemua INTAN kampus wilayah termasuk INTAN Sabah dan INTAN Sarawak.

 
iii) Temu duga


Tapisan terakhir yang perlu ditempuhi oleh calon-calon sebelum mereka layak diterima sebagai PTD adalah temu duga yang dijalankan oleh pihak SPA. Penilaian calon semasa PAC akan diuruskan oleh Urus setia PAC dengan menyedia dan menyelenggara satu pangkalan data markah. Nama-nama calon akan disusun mengikut keutamaan atau ranking dan kemudiannya akan dibentang serta diserahkan kepada SPA. Hanya mereka yang mendapat penilaian yang tinggi sahaja dan benar-benar berkeupayaan akan dipanggil untuk mengikuti temu duga bagi memasuki ke perkhidmatan PTD.

Why should we hire you?

They will ask this question in your job interview because they want to see your confidence level. If you answer the interview in a fantastic way and stumble upon this particular question then you might lessen the impression you have earned so far.

Another reason behind asking this question is, people love surprises. The interview candidates sometimes come with some surprising answers. And it becomes easier to know the candidate.

How to prepare for this tricky interview question?

The best way to answer this question is to convince your interviewers by giving the examples of your skills and worthiness why you are the best candidate for this job. Now, all the interviews might have different job requirement though the required skills are the same. So it will be better if you do not try to make a master answer which you can answer in all interviews. Even if you can find some master answers over the internet, chances are your interviewer is an experienced person who has already heard all of them.

So first, prepare the answer yourself. Before going for an interview; spend some time reading the job description carefully. Compare the job description with your abilities and skills. Also mention what you have accomplished in your other positions. Be positive and attract their attention towards your abilities, your experience, and your energy. Also show your interest in the company and the position.

You may also include some things that are required in any job but not necessary described in the job description. Give them examples of how you are a good team member and how you have tried to put an extra value to the organization interest. Also mention any work you have done for the organization or your colleagues which was not part of your job.

Tell Me About Yourself

Do you know why this question is asked so often in most job interviews? Because, this question is actually an ice-breaker. Asking this question starts the conversion. So one better be prepared for an answer. This question gives the interviewer a chance to know about the interviewee. Once you start talking about yourself, interviewer starts preparing his/her next question. So there are high chances that the next question that would be fired on you will be based on the answer of this question. As the answer for this will be based on you, you think and prepare it before the interview.


While preparing for the answer consider including following points.

1. You! Tell them your name and which place you are from. Do not start with “Myself Jayvardhan Patil”, start with “I am Jayvardhan Patil”. This is a very common mistake. Not acceptable in interviews especially in call centre jobs. You may talk about your family (cover up in short), you may talk about your how you came to the city, etc.

2.  Education- Tell them about your education i.e. graduation/post-graduation.

If you are a fresher then tell them the grades you got. If you have done something different than others then tell them. It surely adds a value!

3.  Experience- Talk about your whole experience. Start from early years and gradually come to recent years. If you have a long experience then you must not be doing same thing all years. Then exactly what you were doing? This is what your interviewer wants to listen. If you are a fresher then talk about your projects.

4.  Experience regarding to the post you have applied for- This is of most interest to your interviewer. You may be having lot of experience but how much experience you have regarding current job post is very very important. If you do not have it then you can talk about some related experience. Or if you do not have related experience too then say it clearly. Buy along with it give them confidence that you can do it and you have genuine interest to do it.

Fresh candidates who do not have any kind of experience, you should show some positive attitude and exhibit willingness to learn and do new things. Be ready to do new things. Don’t worry that you will make mistakes. Fresher candidates are expected to do mistakes and your employers are well aware of it so you don’t have any reason to be afraid. Believe me no one will give you more work than you can handle.

5.  Do not describe your salary or pay scale at this point of time.

6.  Avoid giving unnecessary details. Value your interviewer’s time.

7.  The idle answer should not last more than 1 minute.

Jangan "Over Acting" Semasa Temuduga

Satu kisah temuduga, Cik Hasnah binti Awang bersiap untuk menghadiri temuduga Kerajaan. Jam 8.00 pagi beliau sampai ke tempat temuduga. Lebih kurang 30 minit menunggu, Cik Hasnah binti Awang dipanggil masuk ke dalam bilik temuduga. Beliau mengetuk pintu dan berjalan kearah kerusi didepan penemuduga, penemuduga mempersilakan beliau duduk. Semasa penemuduga menanyakana soalan "Sila perkenalkan diri anda?", secara spontan Cik Hasnah memohon untuk berdiri dan bercakap seperti memberi ceramah kepada penemuduga. Pengajaran dari kisah ini, kita jangan "over acting" semasa temuduga kerana ia boleh mengganggu penemuduga dan menyebabkan peluang kita agak tipis untuk berjaya. Dalam kisah ini, Cik Hasnah telah bertindak secara "over acting" apabila meminta untuk berdiri semasa memperkenalkan diri.
